Svchost is a program whose only job is to run other programs without the need for human intervention. Inside windows a lot of the necessary grunt work done behind the scenes if through programs running in the background. These programs running in the background are called Services. The programs that make up these services generally can't run on their own, so they need something to run them, and this is the task of Svchost. It groups together multiple services and runs them all behind the scenes. Side effects? Well, we can't always see what's going on because Svchost hides a lot from us, and if one of the services run by Svchost is bad, it looks like the whole Svchost is bad so it can be hard to diagnose.
