Windows is an operating system. Registry Editor is a utility that is used to edit the Windows Registry. Regedit.exe opens the Registry Editor Window in the 3.1/95 series of operating systems, and does not cause any issues with your PC.

Registry Editor is a program that allows users to manually edit the Windows Registry via a user interface. This program allows users to perform several functions including creating, manipulating, renaming and deleting registry keys, importing and exporting .REG files, bookmarking user-selected registry keys as Favorites, and the ability to remotely edit the registry on another networked computer.
