cmd.exe is a text command line program that allows the user to interact with Windows by sending it text commands. The program is reminiscent of when everything was text based and there was Windows. It's kept in Windows for backward compatibility and is totally harmless. That said, viruses using it can cause damage as can malicious applications using it - but the file itself is not a virus.
