The issue is observed when the Smart Screen registrar fails to recognize the application's manufacturer.
Fortunately there's a very easy way to work around this issue.
- Click the 'More info" link

Click the Run anyway button
- This will start the installation process and you can proceed as normal
- If you have additional third party anti-virus products installed they will often scan the installation at this point also.
After this, the installation should resume as normal
